What is the role of the condominium manager in Ivory Coast?

Natural person or legal entity responsible for representing the co-ownership association, collecting maintenance charges, maintaining common areas, and managing the financial affairs of the co-ownership. The syndic is appointed by the General Assembly from among approved syndics.

The condominium manager is defined by Law No. 2019-576 of June 26, 2019 (Building and Housing Code, Articles 394-401). The manager represents the condominium owners' association and acts in its name and on its behalf.

Duties (Article 395)

The manager is responsible for:

  • Ensuring the Secretariat of the General Assembly
  • Providing a copy of the condominium bylaws to condominium owners and tenants
  • Ensuring the preservation, custody and maintenance of common areas
  • Preparing the budget and maintaining accounting records under the supervision of the Syndical Council
  • Engaging necessary personnel for works
  • Implementing General Assembly decisions
  • Representing the association in court

Appointment and Approval (Article 396)

The manager is appointed by the General Assembly from the list of managers approved by the Minister responsible for Housing.

Remuneration (Article 397)

The contributions of condominium owners, after deducting the maximum 30% allocated to the manager's remuneration, may only be used for condominium requirements.

Liability (Article 399)

The manager incurs liability when exceeding their powers, is guilty of mismanagement or fraudulent acts. Their approval may be withdrawn.

Revocation (Article 400)

The manager may be removed by the General Assembly by majority of members present for legitimate cause (negligence, fraud, failure to fulfill obligations).

The Rural Land Agency (AFOR — Agence Foncière Rurale) is the public institution responsible for implementing rural land policy in Ivory Coast. It oversees land certification, registration of rural properties, and coordination of boundary demarcation and surveying operations.

The alienation price is the sum that the buyer must pay to the State to obtain the Definitive Concession (ACD — Arrêté de Concession Définitive) of urban land. Calculated by an ad hoc commission, it corresponds to the market value of the parcel according to the official schedule.
