The Master Urban Development Plan (PUD) is defined by Law No. 2020-624 of August 14, 2020 as the urban planning tool that establishes the general and normative framework for spatial development and planning of the urban agglomeration it covers.
The PUD is binding on third parties: detailed urban planning maps, land acquisitions, equipment and development projects must comply with its provisions.
The PUD determines the buildability of land. Before any land purchase, it is essential to verify the zoning defined by the PUD to ensure that the intended project is compatible with the planned use.

The ADU (Attestation de Droit d'Usage Coutumier / Customary Right of Use Certificate) is the single, secure document that replaces the former Village Certificate as of January 1, 2025.
