Côte d'Ivoire is engaged in a profound digital transformation of its land sector. At the heart of this revolution: SIGFU (Système Intégré de Gestion du Foncier Urbain / Integrated Urban Land Management System), IDUFCI (Identifiant Unique du Foncier de Côte d'Ivoire / Unique Land Identifier of Côte d'Ivoire), and since January 2024, the Electronic Signature (SIGNE) of the MCLU.
These three tools, still largely unknown to the general public, are nevertheless reshaping the rules of the land game in the country. They aim to resolve the sector's chronic problems: opacity, fraud, administrative delays, and disputes.

SIGFU (Système Intégré de Gestion du Foncier Urbain / Integrated Urban Land Management System) is the centralized digital platform that manages all land operations in Côte d'Ivoire. It was established by Decree No. 2021-862 of December 15, 2021.

SIGNE is the electronic signature mechanism implemented jointly by the MCLU (Direction de la Modernisation, de l'Informatique, de la Simplification et de la Sécurisation des Actes — DMISSA / Directorate of Modernization, IT, Simplification and Security of Acts) and the Ministry of Public Service and Administrative Modernization. It has been operational since January 2024.
It allows the Minister (or the Prefect by delegation) to sign land acts — ACDs, land titles, approvals — from any geographic location, via a secure tablet. Gone are the stacks of physical binders to sign at the office.

IDUFCI (Identifiant Unique des Parcelles Foncières en Côte d'Ivoire / Unique Identifier of Land Parcels in Côte d'Ivoire) is a 20-character alphanumeric code assigned to each land parcel, established by Decree No. 2019-221 of March 13, 2019. It applies without exception to all parcels in the urban and rural land domain (Article 2).
It is the equivalent of a social security number, but for land. Each parcel has its own IDUFCI, and this number follows it throughout its existence. It is the only land reference system recognized by the administrations (Article 5).
According to the Ministry of Construction (BÂTIR N°008, Jan-March 2024), 332,462 km² of Ivorian territory are now registered in the unique identifier, accurate to 1 square meter. Parcels are also classified according to their use: classified forest, military establishment, residential area, plantation, industrial establishment, etc.
The identifier is structured in 20 characters containing precise information:
Fundamental principle (Article 7): Any modification of the boundaries or surface area of a parcel results in the automatic and irreversible cancellation of its IDUFCI. In case of subdivision, the original IDUFCI is cancelled and new identifiers are generated (Article 8). In case of merger, the respective IDUFCIs are cancelled in favor of a single registration number (Article 9).
End of double sales: Land with an IDUFCI can only be sold once. Any attempt to resell is immediately detected by the system.
Complete traceability: The history of all transactions related to a parcel is accessible — who sold, who bought, when, at what price.
Instant verification: Before buying land, you can verify its IDUFCI to know its legal status, current owner, and history.
Interoperability: IDUFCI is recognized by all administrations — DGI, notaries, banks, cadastre — facilitating procedures.
On timelines — the official timeline per the law for issuing an ACD on an approved subdivision is 180 calendar days at MCLU (excluding taxes) according to Ivorian administration texts (BÂTIR N°004, Jan-March 2022). In practice, this timeline can be significantly longer for various reasons that are not always explainable. The SIGFU + SIGNE effect is to accelerate files without disputes, but it does not eliminate all administrative uncertainties.
According to the Minister of Construction, in his interview published in BÂTIR N°008 (Jan-March 2024), 70% of disputes brought before the former Administrative Chamber, now the Council of State, concern urban land. A figure that explains the priority given by the Ivorian State to digital reforms.

The Ivorian government's medium-term vision is ambitious:
SIGFU, IDUFCI, and SIGNE represent a historic advance for land in Côte d'Ivoire. For the first time, each land parcel is digitally identifiable, traceable, and verifiable, and ministerial signature is accelerated.
For buyers, it is a revolution in terms of security: no more land sold to several different people, no more files disappearing in drawers, no more total opacity about a land's status.
However, the transition will take time, and official timelines are not always met in practice. While awaiting complete coverage and total digestion of the historical backlog, best practices remain essential: land verification, going through a notary, and above all, never stopping at a simple village certificate or ADU.

SIGFU is designed to be accessible to all citizens. Anyone can create an account on the GUF platform to submit an application, track a file, or verify a land's status. However, in practice, the interface remains technical and it is often recommended to be accompanied by a professional (notary, surveyor, or land consultant) for initial uses.
SIGNE is the electronic signature platform implemented by the MCLU (DMISSA) and the Ministry of Public Service. It allows the Minister to sign ACDs from anywhere. It has been operational since January 2024 and allows the number of ACD signatures to increase from 1,000 to 2,000-2,500 per month according to the Ministry.
IDUFCI is automatically assigned when a parcel is registered in the SIGFU system. If the land has already been the subject of an ACD application or an operation registered at the GUF, it has an IDUFCI. Ask the seller to provide it to you, or go to the GUF with the land's references to obtain this information.
No, absolutely not. SIGFU is an administrative tool that facilitates procedures with the land administration (GUF, DGI, Land Registry). The notary remains essential for sales deeds, transfers, and establishing the CMPF. SIGFU and the notary are complementary.
Yes, all land titles issued before the implementation of SIGFU remain fully valid. The administration is progressively digitizing and assigning IDUFCIs to these existing parcels.
The displayed timelines (180 calendar days for ACD at MCLU) are those provided by the official texts of the Ivorian administration. In practice, they can be much longer for various reasons that are not always explainable. The arrival of SIGNE in 2024 accelerates the ministerial signature phase, but does not eliminate other bottlenecks in the process.
SIGFU is 100% deployed according to the Ministry since 2024. It is fully operational in Abidjan (GUF of Plateau) and in regional capitals. Progressive extension to secondary cities and rural areas is ongoing.
