Abidjan Metro in 2029, BRT in 2028: What It Means for Land Along the Route

What Changed in Summer 2026

A Bilateral Agreement to Remove a Concrete Obstacle

On August 6, 2026, Minister of the Economy Adama Coulibaly and French Ambassador Jean-Christophe Belliard signed two agreements totalling 23 billion FCFA. The first concerns the Agora programme, neighbourhood multipurpose spaces for sport and social activities. The second funds the relocation of a water main located on the metro route. This technical point, invisible from abroad, was a condition for continuing works on one section of the line.

Dates That Are Firming Up, After Several Delays

In October 2022, the Minister of Transport announced "a first metro line and the first BRT lines in 2026". The BRT was then mentioned for 2027, then for 2028. The metro, announced for late 2028, is now expected in 2029 after entering the electrification phase in early 2026. These slips are not specific to Abidjan: large transport projects experience them everywhere. They simply impose a reading rule on the buyer: an opening date is a horizon, not a contractual deadline.

Why a Station Does Not Make a Good Plot

A plot "800 metres from the future station" is sold on a promise. Yet three checks depend on no construction schedule, and they alone decide whether the purchase is secure.

  1. The ACD (Arrêté de Concession Définitive, the definitive concession order). On urban land, governed by Law No. 2020-624 of August 14, 2020, this is the act that confers ownership. Its procedure is set by Ordinance No. 2013-481 of July 2, 2013. The Land Title (Titre Foncier, TF) is created during this procedure by the Land and Mortgage Registry: an ACD published in the Land Register is a published title, enforceable against all.
  2. The approved subdivision (lotissement approuvé). Without an approval order, a plot can neither be connected to utilities nor protected against being taken back. The surroundings of major routes attract subdivisions "pending approval" that are sometimes never approved.
  3. The IDUFCI unique identifier on the SIGFU. The Integrated Urban Land Management System, created by Decree No. 2021-862 of December 15, 2021, assigns a unique reference to every georeferenced plot. A plot with no reference, or whose reference points to a different footprint, is a stop signal.

An infrastructure route also adds a specific risk: the right of way and its surroundings may be subject to a declaration of public utility. A plot sold inside such a perimeter is expropriated against compensation, not valued up. The state land status report (état domanial) and a look at the urban plan at the town hall answer this question before any payment.

Where to Look Along the Routes

Metro Corridor: Anyama, Abobo, Adjamé, Plateau, Treichville, Marcory, Port-Bouët

Line 1 crosses Greater Abidjan from north to south. Anyama, the northern terminus, combines the metro, the Alassane Ouattara stadium and a still accessible land supply: listings range from 3,000 to 25,000 FCFA/m² depending on the sector (IvoireDomi, 2026). Abobo and Adjamé are dense urban fabrics where the opportunity lies less in bare land than in buildings to renovate. The southern communes, Treichville, Marcory and Port-Bouët, are already valued and the metro effect there will mostly be felt in rents.

BRT Corridor: From Yopougon to Bingerville

The BRT links the west and east of the metropolitan area. Bingerville draws the attention: July 2026 listings give an average of about 29,000 FCFA/m² in residential areas, within a range of 16,000 to 100,000 FCFA/m² depending on the neighbourhood (IvoireDomi). The expressway, new subdivisions and the prospect of the BRT in 2028 explain a rapid rise in asking prices. Yopougon, at the other end, keeps lower entry prices and a deep rental market.

Three Interchange Hubs to Watch

The programme funded by the IsDB plans three multimodal interchange hubs at Cocody Saint-Jean, La Vie and Angré Pétro Ivoire. These nodes will concentrate buses, BRT and lagoon transport. They sit in already expensive areas, where the opportunity lies more in buildings and small commercial units than in bare land.

For the Diaspora

From Paris, Montreal or New York, a construction schedule is read in the press, rarely on site. Three reflexes avoid costly mistakes.

  • Convert the announcement into a horizon. "Opening in 2029" means a purchase in 2026 should be planned for five to ten years, factoring in the possibility of a further delay.
  • Check remotely what can be checked. The SIGFU portal and the IDUFCI identifier let you verify the existence and reference of a plot from abroad. The rest, boundary survey and state land status report, is delegated to an identified representative, never to the seller.
  • Refuse any payment based solely on proximity to a station. A deposit "to lock the plot before prices rise" is the classic pattern of multiple sales. Payment goes through a notary, on a plot whose ACD and approved subdivision have been seen in the original.

For the Individual Buyer

For an Abidjan household, the metro and the BRT first change commuting time, and therefore the map of liveable communes. Anyama or Bingerville become choices for a main residence, not only for an investment. The reasoning stays the same: a plot is chosen on its title, its subdivision and its servicing, and only then on its distance to a station. The reverse order exposes you to paying a "metro price" for a plot whose regularisation will take several years.

What Capital Foncier Takes Away

  • The Abidjan metro is expected in 2029, the Yopougon to Bingerville BRT in 2028. Both dates have already been pushed back; they should be read as horizons.
  • The agreement of August 6, 2026 removes a real technical obstacle on the metro route. It is a signal that the project continues, not a shortcut in the timeline.
  • The value expected along the corridors is a potential, conditional on actual delivery and on the quality of the title. No return figure can be put forward with confidence at this stage.
  • The three checks (ACD, approved subdivision, IDUFCI) and the check for a possible declaration of public utility come before any consideration of distance to a station.

Will the Abidjan Metro Really Open in 2029?+

That is the horizon communicated in summer 2026, after the start of the electrification phase and the signing of the August 6, 2026 agreements. The project has already been delayed several times since the initial 2026 announcement. A careful buyer plans on this horizon while accepting that it may slip again.

Is Buying Near a Future Station a Good Idea?+

It can be, on two conditions: the plot must be legally secure (ACD, approved subdivision, IDUFCI reference, no declaration of public utility) and the holding horizon must be compatible with the delivery date. Without the first condition, proximity to a station has no value at all.

Which Communes Are Served by Metro Line 1?+
